TATO and TRA Strengthen Collaboration Through Sector-Focused Tax Engagement and Capacity Building
The Tanzania Association of Tour Operators (TATO), in collaboration with the Tanzania Revenue Authority (TRA), participated in a strategic engagement and customized training session held in Arusha on 7th May 2026. The engagement marked another important step in strengthening cooperation between the tourism private sector and government institutions in building a more transparent, efficient, and sustainable tourism business environment in Tanzania.
The meeting followed earlier consultations conducted between TRA and TATO members in March 2026, where tourism stakeholders raised several tax-related operational concerns affecting the sector. In response, TRA organized the dedicated engagement and training forum to address these issues through direct dialogue, technical clarification, and collaborative problem-solving.
Addressing Key Tax and Compliance Issues in the Tourism Sector
The engagement focused on practical taxation and compliance matters directly affecting tour operators, accommodation providers, and tourism businesses across Tanzania. Key discussion areas included:
- Applicability of Bed Night Levy and Tourism Development Levy across different accommodation arrangements such as bed and breakfast, half-board, and full-board packages
- VAT treatment of in-kind employee benefits
- Claimability of VAT input tax on financial service fees
- Tax exemptions available to tourism investors and procedures for accessing incentives
- The application of 10 percent withholding tax on vehicle hire services
These discussions were particularly important for the tourism industry, where businesses often operate across complex service chains involving accommodation, transport, guiding services, conservation fees, and international transactions.
The training provided members with clearer interpretation of tax regulations while also creating room for operators to share operational realities and implementation challenges experienced in day-to-day business activities.

Strengthening Public–Private Sector Dialogue
The engagement demonstrated the importance of continuous collaboration between government institutions and the private tourism sector. By bringing together TRA officials and TATO members, the forum created a constructive environment where compliance issues could be discussed openly and solutions explored collectively.
Such engagements are critical in supporting:
- Better regulatory understanding
- Improved voluntary compliance
- Greater operational efficiency
- Increased investor confidence
- Sustainable growth of the tourism industry
As Tanzania’s tourism sector continues to expand, strengthening institutional dialogue becomes increasingly important in ensuring that taxation systems remain practical, predictable, and supportive of long-term sector competitiveness.
Supporting a Competitive Tourism Economy
Tourism remains one of Tanzania’s leading economic sectors, contributing significantly to employment, conservation financing, foreign exchange earnings, and local livelihoods. However, for the industry to remain globally competitive, operators require a stable and enabling business environment.
Capacity-building initiatives such as this training help businesses:
- Improve financial and tax management
- Reduce compliance risks
- Enhance transparency and accountability
- Build stronger relationships with regulatory authorities
Ultimately, these efforts contribute to creating a healthier investment climate that supports both business sustainability and national economic growth.

The Role of TATO: Advocacy, Capacity Building, and Industry Coordination
The engagement with TRA reflects the core mandate of the Tanzania Association of Tour Operators (TATO) as the leading voice of the tourism private sector in Tanzania.

3. Public–Private Partnership Coordination
TATO plays a critical role in bridging communication between government authorities and tourism stakeholders. Collaborative forums like this engagement enhance trust, transparency, and mutual understanding between regulators and businesses.
4. Supporting Sustainable Tourism Growth

A Shared Commitment to Tourism Sector Growth
The successful engagement between TATO and TRA highlights the value of collaborative problem-solving and continuous stakeholder engagement in advancing Tanzania’s tourism industry.
As the sector evolves in response to global opportunities and challenges, partnerships between government institutions and the private sector will remain essential in building a tourism industry that is competitive, transparent, resilient, and sustainable.
Through initiatives such as this, TATO continues to demonstrate its commitment to empowering members, strengthening institutional relationships, and contributing meaningfully to Tanzania’s broader tourism development agenda.
